Gary Zingaretti, CMA
President

Gary Zingaretti, CPA has served the telephone industry for 40 years. He graduated from King’s College with Bachelor Degrees in Accounting and Economics and earned a Master’s Degree in Finance from Wilkes University. He presently serves on the board of directors of both the Pennsylvania Telephone Association and the Alaska Exchange Carriers Association.

Gary assists clients with revenue and regulatory issues, state and federal regulatory reporting, government relations, negotiations with connecting carriers, company valuations, expert testimony, and strategic business planning.

Before establishing Zingaretti Enterprises, Gary served as Vice President of Industry Relations at Commonwealth Telephone, and later as a partner at ICORE Consulting. During his tenure at these companies, Gary assisted in the development and implementation of regulatory policies, designed and negotiated general rate increases, authored generic alternative regulation plans for small and mid-size ILECs, developed a CLEC financial and operational business model, and assisted clients with implementation of the Telecommunications Act of 1996 and multiple FCC Orders.

His broad range of experience includes the preparation of access and cost separations studies based on FCC Part 36 and 69 Rules, the administration of NECA settlements, oversight of PUC and state legislative activities and the provision of testimony and presentations before the PUC, FCC, legislative sub-committees and administrative law judges.

Megan Land, CMA
Regulator Compliance Manager

Megan Land, CMA joined Zingaretti Enterprises in September 2016. She is a 2011 graduate of Susquehanna University in Selinsgrove, Pennsylvania. She holds a Bachelor of Science Degree in Accounting with Double Minors in Economics and Mathematics. She obtained her MBA from Ball State University in Muncie, Indiana in 2014 with a dual focus in Finance and Operations Management. She earned her CMA (Certified Management Accountant) license in July 2015.

Megan will be assisting companies with their required state and federal regulatory filings, including monthly NECA Settlements administration.

Prior to joining Zingaretti Enterprises, Megan worked as an internal auditor for Guard Insurance in Wilkes-Barre, Pennsylvania and as a cost accountant for HarperCollins Publishers. As an auditor, she was primarily responsible for ensuring departmental adherence to company policies and organizational compliance with applicable state and federal regulations. She also coordinated the required quarterly reporting to the National Council on Compensation Insurance for residual market policies. In her cost accounting role, she monitored production costs, tracked inventory, ensured compliance with financial standards, and prepared month end journal entries.

Victoria Rooney
Regulatory Staff Accountant

Victoria Rooney joined Zingaretti Enterprises in July 2023. She is a 2023 graduate of King’s College in Wilkes-Barre, Pennsylvania. She holds a Bachelor of Science Degree in Accounting.

Victoria will be assisting companies with their state and federal regulatory filings and accounting projects.
